Character Creation Policy

Content Not Permitted in Character Settings

Content that sexually depicts minors. Even if the character's age is set as an adult, characters that may be perceived as minors based on their overall settings, such as appearance and clothing, are not permitted.
Content that sexually depicts real persons; content containing illegally filmed material
Content that infringes the copyright of others
Character settings that are excessively meaningless, or characters that are duplicated in large numbers
Content that violates the Image Guidelines
Content that explicitly depicts acts of sexual violence, such as rape or gang rape
Content that specifically depicts the killing, assault, intimidation, or abuse of socially vulnerable persons such as persons with disabilities, the elderly, pregnant women, and children, or of parents or teachers
Cruel content that disregards life, such as excessive mutilation of the body or a corpse using weapons or other dangerous objects
Content that demeans socially marginalized groups such as persons with disabilities and the elderly or infirm
Content that has suicide as its purpose, or that glorifies, aids, or encourages suicide in a manner likely to provoke suicidal impulses
Content that, without reasonable grounds, discriminates on the basis of gender, religion, disability, age, social status, origin, race, region, occupation, or the like, or promotes prejudice against such groups
Content that arranges, induces, promotes, or facilitates prostitution

Cases where the shape of genitalia or other sexual elements are clearly visible through clothing
Cases containing depictions of sexual acts, or content that could be judged to constitute a sexual act
Cases containing words referring to genitalia, pubic hair, or the like, or other sexual expressions
Content that glorifies crime or encourages crime by describing criminal methods in detail
Content that is highly likely to significantly undermine a sound way of life, such as promoting gambling or speculative behavior

Images in General
- Genitalia, pubic hair, the anus, and adjacent areas must not be exposed, through masking or similar measures.
- White brush masking is recommended; other colors such as black may also be used. However, colors that could be confused with skin tones may not be used.
- Where adult products are displayed, masking is required. For adult products that imitate the human body, blurring is required when not in use, and white brush masking is required when in use. Adult products that do not imitate the human body must be blurred when in use.
Representative Images
- A representative image may be set to the extent that it does not cause discomfort to other users.
- Images containing highly explicit elements, such as exposure of private parts or sexual intercourse, may only be used as other images within the album, not as the representative image.
- If the representative image is highly explicit, the character may be excluded from the main page listings.
Characters Available to Juveniles
- The image must not contain depictions of sexual acts, or content that could be judged to constitute a sexual act.
- The image must not contain content in which the shape of genitalia or other sexual elements are clearly visible through clothing.

Characters
- Reclassifying a general character as a character not available to juveniles
- Making the character private
- Blocking the character
- Deleting the character
Creators
- Restricting the publication (release) of characters

Public characters may be used for marketing purposes to the extent that the creator's rights are not undermined. Where the creator expressly refuses, the Service operator may not use the creator's content for marketing.
